FREDERICKSBURG POLICE INCIDENTS
THURSDAY, AUGUST 28, 2008

BURGLARY:
Pro Nails, 1944 Plank Rd, 8/26 8:00 pm – 8/27 11:00 am. The business owner reported that employees opening the store discovered a laptop and other equipment had been stolen, as well as cash from the register. There was no sign of forced entry to the building. The investigation is ongoing.

LARCENY:
Amedisys Home Care, 200 Executive Center Pkwy, 8/13 – 8/25 9:00 am. A manager reported that a new printer still in the box was stolen from the office. The investigation is ongoing.
700 block Bunker Hill St, 8/25 3:00 pm – 8/26 10:00 am. A resident reported that his bicycle was stolen from the side of his house. No suspects or witnesses at this time.

SHOPLIFTING:
Burlington Coat Factory, 2060 Plank Rd, 8/27 6:15 pm. An employee reported that he witnessed an adult female and a juvenile female carrying bags of merchandise from the store without going through the checkout line. Both subjects placed the bags inside a green vehicle in the parking lot, then left the area on foot in the company of a third female who had also been inside the store. The officer arrived and could plainly see the stolen merchandise in the back of the vehicle, as well as additional merchandise from another store in Spotsylvania County. While the officer was checking the vehicle, a male subject showed up who stated that his girlfriend had asked him to pick up the car from the parking lot. Another officer was sent to pick up the girlfriend from an address in the city; she was returned to Burlington Coat Factory
and identified by the employee as one of the females involved. Deborah Jaramillo, 40, of Spotsylvania was arrested and charged with felony shoplifting and contributing to the delinquency of a minor. Jaramillo was incarcerated at the Rappahannock Regional Jail under $3000 bond. Warrants were also obtained for the second adult female, Candice Hodge, 19, of Spotsylvania charging her with felony shoplifting and contributing to the delinquency of a minor. Hodge had not been arrested by the time of this report.
ABC Store, 507 William St, 8/25 5:00 pm. An employee reported that a male subject stole a bottle of alcohol by hiding it down his pants. The suspect was described as a white male wearing a black T-shirt. The investigation is ongoing.

VANDALISM:
1300 block Powhatan St, 8/27 1:20 pm. A detective reported that graffiti was found spray painted on a street sign. No suspects or witnesses at this time.
Presbyterian Homes and Family Services, 1007 Oakwood St, 8/13 10:00 pm – 8/14 7:00 am. (reported 8/27) An employee reported that one of her tires was punctured and flattened while the vehicle was parked at work. No suspects or witnesses at this time.
1200 block Hanover St, 8/28 1:00 am – 4:30 am. A resident reported that two windows on her vehicle were broken while the vehicle was parked on the street. No suspects or witnesses at this time.

LARCENY:
Wendy’s Restaurant, 2301 Plank Rd, 8/26 9:30 pm – 10:00 pm. A customer reported that she inadvertently left her purse inside the restaurant. When she returned to retrieve it, the purse was gone. No suspects or witnesses at this time.

SHOPLIFTING:
7-11, 340 Amaret St, 8/27 12:15 am. The clerk reported that a male subject stole an 18-pack of beer from the floor and ran from the area. The suspect was described as a white male in his 20’s wearing a red shirt and khaki shorts. The investigation is ongoing.
Target, 1180 Carl D Silver Pkwy, 8/26 7:30 pm. A loss prevention employee detained two juvenile males after observing them concealing items of merchandise. The two brothers were released to the custody of a parent with referrals to juvenile intake authorities.
Burlington Coat Factory, 2060 Plank Rd, 8/26 8:15 pm. A loss prevention employee detained a juvenile male after observing him concealing items of merchandise. The juvenile was released to the custody of a parent with referrals to juvenile intake authorities.

WARRANT ARRESTS:
Laura Bradley, 36, of Fredericksburg was arrested for forgery of a bank note and possession of counterfeit currency.

Complainant advised an unknown subject(s) punctured all four tires on her 2007 Chevrolet Cobalt. She had immediately noticed one of the tires was flat in the parking lot; friends helped her change the tire, and she went home. Tuesday morning, she found the other three tires flat and damaged from driving on flat tires. All four tires had a puncture mark in the sidewall.

Complainant advised an unknown subject(s) damaged her 2004 Nissan Maxima parked in her driveway; no attempt was made to enter the vehicle. The passenger side of the windshield was smashed, there were two dents and scratch marks on the side door frame, and the passenger side tail light reflector cover was cracked. Area checks for additional similarly damaged vehicles were negative.

Complainant advised a loud noise at the front of his residence woke him up; he saw several subjects running north on Tanterra toward Fritters Lane. A significant amount of broken green glass and parts of a paper label were located on and around his 2002 Nissan Altima parked on the street in front of the home. Two severe dents were located on the passenger door. Area checks for additional similarly damaged vehicles were negative.

LARCENY:
Thompson Florist, 2089 Jefferson Davis Hwy, 8/25 9:15 am – 11:50 am. An employee reported that his GPS unit was stolen from the glove compartment of his vehicle. No suspects or witnesses at this time.

SHOPLIFTING:
Wal-Mart, 1800 Carl D Silver Pkwy, 8/22 6:30 pm. A loss prevention employee detained a juvenile male after observing him concealing items of merchandise. The juvenile was turned over to the custody of his parent with a referral to juvenile intake authorities.
Radio Shack, 1287 Carl D Silver Pkwy, 8/23 12:00 pm. A manager reported that two male subjects stole a GPS unit from the shelf, but left the area prior to police arrival. The investigation is ongoing.

VANDALISM:
1700 block Washington Ave, 8/24 5:00 pm – 8/25 9:30 am. A resident reported that a window on his vehicle was broken while the vehicle was parked in front of the house. No suspects or witnesses at this time.

COUNTERFEITING:
Burlington Coat Factory, 2060 Plank Rd, 8/23 3:00 pm. An employee reported that a female subject was inside the store attempting to use two counterfeit $20 bills. The officer’s investigation determined that the female was unaware that she was in possession of counterfeit currency, nor did she know where she received it. The bills were taken into evidence and the investigation is ongoing.

HIT AND RUN:
1400 block Kenmore Ave, 8/16 6:00 pm – 8/23 2:00 am. A resident reported that his vehicle was struck and damaged while the vehicle was parked on the street. No suspects or witnesses at this time.
300 block Hansen Ave, 8/22 10:00 pm – 8/23 11:00 pm. A resident reported that his vehicle was struck and damaged while the vehicle was parked on the street. No suspects or witnesses at this time.

WARRANT ARRESTS:
Monique Morton, 20, of Spotsylvania was arrested on a warrant from Spotsylvania charging her with failure to return rental property.
Timothy Decker, 22, of Fredericksburg was arrested on a warrant from Spotsylvania charging him with failure to appear in court.
Steven Morley, 22, of Fredericksburg was arrested for possession of marijuana and on a warrant from Orange charging him with failure to appear in court.

Complainant on Sturgeon Drive observed two B/Ms stealing copper water lines from the vacant new home construction sites on Ludington Lane; they left in a gold 2004 Nissan Altima (VA/KGL5786). Following a pursuit, two suspects were taken into custody and 37 12-18” copper tubing for water lines and 7’ steel box tubing were recovered.

He found the passenger door unlocked and believes his passenger the day before might have left it unlocked.

Complainant advised he was followed by an aggressive driver in a red Nissan Xterra SUV with temporary Virginia tags while driving on Acadia Street. After it sped around him, he decided to follow it to get the tag number. In the reference area, the driver abruptly stopped and approached complainant with a machete. When he began to drive off, the subject hit and damaged the back of his vehicle with the machete. He described the driver as a 25-25 YOBM, bald with a muscular build, 5’8”-6’, 200-240 lb., wearing a blue tee shirt and tan shorts. Area checks were negative for the vehicle and driver.

Subsequent to a traffic stop for defective equipment, deputy discovered the front seat passenger of the silver 1997 Ford Thunderbird (VA/XVR5001) had a .380 nickel plated handgun under the seat, along with a crumpled dollar bill with several small crack cocaine rocks. He advised he had the gun in case he got ripped off while buying crack.

FREDERICKSBURG POLICE INCIDENTS

MONDAY, AUGUST 25, 2008
AGGRAVATED ASSAULT:
600 block Charlotte St, 8/22 11:00 pm. Officers responded to reports of a large party and found a 28-year old male victim with a large laceration on his head and a possible broken ankle. The victim stated that someone beat him up but he could not provide any additional information; he was transported by ambulance to Mary Washington Hospital for treatment of his injuries. The investigation is ongoing.
Fatty J’s, 106 George St, 8/23 1:45 am. Officers patrolling in the area observed a large group of people in the street outside the club and found a male victim with a laceration above one eye caused by a fight that occurred on the dance floor. Witnesses identified one assailant who ran from the scene and jumped into the back of a vehicle; the second assailant was also a passenger in the same vehicle. The vehicle was stopped by officers nearby and Darrin Coleman, 24, and Shaun Greenberg, 27, both of Spotsylvania, were arrested and each charged with felonious assault. Coleman and Greenberg were incarcerated at the Rappahannock Regional Jail under no bond.

DISTURBANCE:
100 block Woodland Rd, 8/23 11:15 pm. Officers responded to reports of a large party and found multiple vehicles obstructing the roadway and music audible from several hundred yards away. Two residents of the house, Thomas Dinuzzo, 21, of Woodbridge, and Vinayak Govinda, 21, of Naples, Florida were arrested for violation of the noise ordinance and released by the officer on summons. A third resident, Lee Clement, 21, of Fredericksburg refused to sign his summons and was arrested for public intoxication and violation of the noise ordinance. Clement was incarcerated at the Rappahannock Regional Jail until sober.

DISORDERLY CONDUCT:
7-11, 905 Lafayette Blvd, 8/24 3:00 am. An officer patrolling in the area saw a female subject in the parking lot with her breast exposed. By the time the officer turned around and parked at the business, the female was inside the store and she was visibly intoxicated. Three of her friends were in the parking lot with a vehicle belonging to one of them, but none of the friends were sober enough to drive. The officer called a taxi to take the party home, and when the taxi arrived, the female subject began cursing and abusing the officer and another officer who had been called to the scene to assist. The female was removed from her friends and given an opportunity to calm down, but when she was again getting into the taxi, she became abusive and disorderly a second time. While being placed under arrest for public intoxication, the female fought the officers and twice kicked one of them in the groin. Rachel Northcutt, 21, of Wolfe St was arrested and charged with public intoxication, disorderly conduct, indecent exposure, and two counts of assault on a police officer. Northcutt was incarcerated at the Rappahannock Regional Jail under no bond.

LARCENY:
Border’s Books, 1220 Carl D Silver Pkwy, 8/24 3:30 pm. A Lignum resident reported that he saw a male subject crouching down beside his vehicle as he returned to the parking lot. The victim confronted the suspect, and the suspect got into a white 2-door pickup and left the scene. The pressure-sensing valve stem on one of the victim’s tires was discovered to be missing. The victim obtained the license plate number of the suspect’s vehicle and the investigation is ongoing.
1700 block Raines Dr, 8/23 12:30 am – 12:00 pm. Three roommates reported that all three of their vehicles were entered and personal items were stolen, including a cell phone and a digital camera. No suspects or witnesses at this time.
400 block Riverside Dr, 8/23 3:00 pm – 4:00 pm. A juvenile resident reported that her cell phone was stolen from her bag while she was swimming in the river. No suspects or witnesses at this time.
2600 block Cowan Blvd, 8/18 12:00 pm – 8/21 12:00 pm. A resident reported that a quantity of prescription medication was stolen from her apartment. No suspects or witnesses at this time.
600 block Maury St, 8/22 3:15 pm. A resident reported that a large number of items were stolen from the home by a roommate, who then pawned the items at local pawn shops. The items were recovered and two warrants were obtained against Michael Mageau, 52, of Fredericksburg charging him with grand larceny. Mageau had not been arrested by the time of this report.

VANDALISM:
Rappahannock Citizen’s Corp, 2313 Airport Ave, 8/21 5:00 pm – 8/22 6:00 pm. An agency representative reported that a vehicle belonging to the business had its windshield and two windows smashed and the headlights broken. No suspects or witnesses at this time.
1600 block Airport Ave, 8/21 7:00 pm – 8/22 9:30 am. A resident reported that the bed cover on his pickup was slashed. No suspects or witnesses at this time.
Medicorps, 2300 Fall Hill Ave, 8/22 12:00 pm – 1:30 pm. A maintenance supervisor reported that three bathrooms were vandalized when the toilets were deliberately stopped up. No suspects or witnesses at this time.
700 block Amelia St, 8/22 10:00 pm – 8/23 7:00 am. A resident reported that his vehicle was damaged by BB shot while the vehicle was parked in front of his house. No suspects or witnesses at this time.
1900 block Dixon St, 8/22 11:00 pm – 8/23 7:00 am. A tenant reported that several windows in the front of the building were broken. No suspects or witnesses at this time.
3400 block Fall Hill Ave, 8/22 3:30 pm – 8/23 10:00 am. A construction foreman reported that windows on several pieces of equipment were broken. No suspects or witnesses at this time.
CSX Railroad, 1400 Railroad Ave, 8/22 11:00 pm – 8/23 3:15 pm. A resident in the area reported that several windows on a piece of equipment belonging to the railroad were broken.  No suspects or witnesses at this time.
300 block Canal St, 8/25 12:30 am. An officer patrolling in the area found graffiti spray painted on the sidewalk. No suspects or witnesses at this time.

DUI ARRESTS:
Jose Lemus, 52, of Fredericksburg was arrested in the 1500 block of Jefferson Davis Hwy.

WARRANT ARRESTS:
Victor Maurice, 30, of Dumfries was arrested for felony bad check.
Michael Taylor, 21, of Fredericksburg was arrested for possession of a butterfly knife and a switchblade.
Kevin Harrison, 20, of Fredericksburg was arrested for underage possession of alcohol.
Mark Biggs, 44, of no fixed address was arrested for public intoxication and resisting arrest.
Cheryl Richardson, 52, of Fredericksburg was arrested for misuse of 911 and obstruction of justice.
Daryl Johnson-Cannedy, 25, of Fredericksburg was arrested for trespassing.
Jennifer Smith, 32, of Stafford was arrested for trespassing.
Gary Gregory, 52, of no fixed address was arrested for aggressive solicitation.

Complainant advised his 2001 Pontiac Grand Am broke down on the Interstate, and when he returned to it, he found an unknown subject(s) had stolen his two 12” subwoofers and a 1600 watt amp from the trunk of the locked vehicle. The front passenger window had been bent out to gain access.

On Thursday, August 21st, assistant principal at the E.S. advised that on August 15th, an unknown subject(s) accessed the roof and spray painted the HVAC systems. Graffiti was written in blue paint on 5 HVAC air handlers on the roof, 4 of which faced the back of the school. A bent fence around a heat pump indicated the subject(s) stood on it to access the roof. A similar incident was reported that day at the M.S., where “%$&#” and “JUST CHILLIN’” were noted on a rear exterior wall of the school.

Delivery driver advised someone stole her purse from her unlocked vehicle; she had left the vehicle running and the window down, with the pizzas on top of her purse. She advised she had noted two unknown B/Ms outside the store for 25 minutes, which made her suspicious. When she came inside to get another employee, one of the males came inside and delayed their exiting the store.

Complainant advised someone stole his wallet from the center console of his 2008 Dodge Caliber; a witness in the adjacent vehicle saw an unknown 30-40 YOBM close the vehicle door and leave in a tan/ cream Lexus. Complainant advised his corporate credit card was used to buy 4 tires, and his personal credit card was used at Garrisonville Exxon and attempted at the Onville 7-Eleven ATM.

Complainant noted a long piece of steel that secured the detached garage he uses as office/ storage for his HVAC business was misplaced, and found 10 A/C unit copper coils worth $1,000 had been stolen during the above-cited time frame.

Complainant advised he left his blue 2003 Honda Civic (VA/3011CF) in the reference parking lot while he went to a Springfield bar and found it stolen when he returned. He was not sure if he left it unlocked; the keys were inside the driver side door. The car had been involved in a hit and run in the Main Street Bar parking lot during the evening. On Monday, August 25th, the car was located at an impound lot in Potomac Creek Industrial Park; it had been towed from a commuter lot at the direction of VSP.

Clerk advised an unknown B/F with an alleged gun under a blue apron demanded she give her the money. When the clerk told the suspect to let her see the gun, she said she couldn’t do that. The clerk told her to get the money herself and fled out the back door. The suspect was described as a 30 YOBF, 5’3-4”, with big eyes & a ponytail, wearing a light blue shirt and dark blue apron.

Deputy checking a report of a soda machine dumped in the wood line located a Coca Cola machine, 24-foot extension ladder, and red gas can with “Holder” on it. It appeared the soda machine was dumped after it was stolen and broke into. Checks with Coca Cola revealed the machine belongs at a business called Sweet Right in Spotsylvania; the SO there was contacted.

FREDERICKSBURG POLICE INCIDENTS
FRIDAY, AUGUST 22, 2008

SHOOTING:

1700 block Washington Ave, 8/22 2:05 am. Police responded to reports of shots fired and found a male victim with two gunshot wounds to his leg. The victim and his girlfriend reported that they were sitting in a vehicle parked on Maury St when they were approached by two male subjects wearing masks and carrying handguns who ordered them out of the car. The suspects then demanded money from the male victim; when the victim denied carrying anything of value, he was shot and the two suspects ran to a vehicle nearby. Witnesses saw a vehicle speeding away on Washington Ave towards William St, but could not describe the make or model of the car. The victim was transported by ambulance to Mary Washington Hospital with non life-threatening injuries. The investigation is ongoing.

LARCENY:

1200 block Semple Ct, 8/4 4:00 pm – 8/5 7:00 am. (reported 8/21) A manager of Ryan Homes reported that lengths of copper pipe were stolen from two houses under construction. No suspects or witnesses at this time.

SHOPLIFTING:

Wal-Mart, 1800 Carl D Silver Pkwy, 8/21 1:30 pm. A loss prevention employee detained a male subject after observing him concealing items of merchandise. Kenneth Payne, 49, of Spotsylvania was arrested for shoplifting and released by the officer on a summons.
7-11, 905 Lafayette Blvd, 8/21 1:00 am. The store owner reported that a male subject stole a carton of cigarettes from the storage room. Another male subject who was with him stole food items from below the checkout counter. Both suspects were described as white males in their early 20’s and are infrequent customers in the store. The investigation is ongoing.

HIT AND RUN:

Wa-Wa, 1140 Carl D Silver Pkwy, 8/20 4:30 pm. A Maryland resident reported that her vehicle was struck and damaged in the parking lot. Witnesses obtained the license plate number of the offending vehicle and the investigation is ongoing.
Central Rappahannock Regional Library, 1201 Caroline St, 8/21 8:30 am – 2:00 pm. An employee reported that her vehicle was struck and damaged in the parking lot. No suspects or witnesses at this time.

DUI ARRESTS:

Fernando Vazquez-Zolana, 32, of no fixed address was arrested in the 1600 block of Dixon St.
Jonathan Reaves, 27, of Spotsylvania was arrested in the 100 block of William St for DUI, driving while revoked, and unauthorized use of a vehicle.

WARRANT ARRESTS:

Shasdae Larry, 22, of Richmond was arrested on a warrant from Alexandria charging him with violation of a protective order.
